HANTEO CHART ONLY COUNTS ACTUAL SALES
PREORDERS COUNTED ONLY IF IT SHIPPED, BILLED, THEN PAID
PREORDER YOUR DESIRED ALBUM AND PAY FOR IT, SO IT RECOGNIZED AS SALES AND REFLECTED IN THE CHART
I made this post in response of recent rumor, stating that “preorders does not count in chart”, encouraging people to place order at the date of release instead of preordering as usually done.
My first response is… “WTF?”
But all things are possible. So I checked and the source of the “preorders does not count in chart” saying is this post http://dongwoowaifu.tumblr.com/post/22651122447/please-read-its-about-infinite citing http://voteblaq.tumblr.com/support and http://blog.ningin.com/2012/05/06/top-10-kpop-albums-and-goods-sales-charts-429-55/ as the source. As you might see there, they did not disclose why they come to conclusion that “preorders does not count in chart”. It simply says “Chart does not count preorder sales”
OK
First thing first, we all have to understand that:
preorders ≠ sales
Preorder: People placing order for goods they are going tobuy
Sales: The actual goods sold, which determined as shipped, that later billed and paid by the customer.
and Hanteo chart will count the actual sales that reported to them.
Let’s use a simple analogy here. If you order a dozen of doughnut but then changed your mind to buy half a dozen, which will be recorded as sales? Yep, the half dozen you actually buy. Or when you reserve a hotel room, then cancel it, the hotel will not count your reservation.
Same goes to preorders. If people placing order of 100 CDs, but later changed their mind and only buy, say, 40 CDs, the sales recorded will be 40. Yet if order placed is 100 and they paid for the 100, of course they will record sales of 100 CDs.
I asked YesAsia! regarding the preorders, and their answer is that when preorders fulfilled and the goods shipped, they will count it as sales then they report the actual sales on daily basis to Hanteo. click these link for details:

한터차트는 앨범발매와 동시에 고객에게 발송되는 시점부터 판매량을 적용합니다.
문의 주신 예약앨범(preorders)의 경우는 예약하는 시점에는 적용되지 않으나
그 예약한 앨범이 실제로 발매가 되어 고객에게 발송되는 시점에 판매량으로 잡히게 됩니다.
따라서, 예약앨범은 한터차트에 반영됩니다.

Basically it says that the numbers reflected in the chart is the sales reported to them.
